Following the footsteps of Russia, North Korea became the third country, the second being Syria, to recognise the independence of the breakaway states of Donetsk and Luhansk Peoples.
Moscow establishes formal diplomatic ties with Seoul in hopes of drawing South Korean investment and allows its Soviet-era military alliance with North Korea to lapse.
North Korea has reciprocated with public support for Moscow after Russia invaded Ukraine. It was one of the only countries to recognise the independence of the two Moscow-backed separatist regions of eastern Ukraine and has hinted at an interest in sending workers to help rebuild the region.
Russia's Growing Ties with North Korea
Russia is developing its relations with North Korea in all areas, including sensitive ones, Kremlin spokesman Dmitry Peskov said.
This includes cooperation on military technology, energy, and trade. Russia has also provided North Korea with economic aid and has helped to train its military.
The growing alliance between Russia and North Korea is a concern for the United States and its allies. They fear that it could lead to the proliferation of nuclear weapons and other dangerous technologies.
The United States has imposed sanctions on both Russia and North Korea in an effort to pressure them to change their behaviour.
